interceptorrider Posted August 25, 2012 Share Posted August 25, 2012 Looks like road tar from a Michigan tar & chip job. An annual hazzard after the snow/thaw/freeze/bust cycle in Southeast Michigan. I would peal/scrape as much as I could off and then have another look. I would not use any more heat than I could get out of a hair dryer. Ride safe dude.
