Positive it's the fuel cap. with the cap closed, the fuel flows fast for about 3 seconds then slows to a trickle. Open the gas tank and fuel flows continuosly until the tank is empty.

If the pump wasn't working fuel wouldn't get to the carbs at all.

If you think it's varnished fuel causing the blockage, throttle body cleaner will dissolve it. I had a can of it - I think from NAPA - that had the small red straw on the valve so it could be directed in to tight spaces. The pressure from the can will also help dislodge any blockage. If you get the type that's safe for coated throttle bodies, it shouldn't be too hard on any rubber seals or gaskets. Brakekleen will also do the job and leaves no residue, though it tends to be hard on seals . Be sure to wear goggles - that stuff under pressure has a way of finding its way back to the operator.
