I think the factory coat is a powder coat, and you may HAVE to strip them to assure a good coverage.

Factory wheels are painted. If you want to paint your wheels, you'll need to scuff/sand them at minimum so the new paint can stick. In order to powdercoat, you definitely need to strip them entirely because the paint will burn off under the powder and ruin it in the oven!

The Honda paint is so tough that I reckon painting over it would have no problems at all - use two-pack so you get a good tough finish.

I have painted a few sets and just sand and paint,usually use a real good 2 part primer and this has kept stone chips etc to a minimum . Take your time and have some fun .
