Fan over rectifier

So working slowly in the 94 and today I discovered what appears to be a computer fan zip tied over the rectifier on the right side. Looks like a cut into the wiring harness for power. Question is why. Obviously someone thought it got too hot but….  Looking for help. 
 

second question fan doesn’t work but there is a non-factory starter switch with a wire just hanging. Allegedly that third contact is for the fan.

Adding a fan over the R/R used to be a good upgrade, but with newer tech MOSFET and recent series R/Rs, it's not really needed.

Is your bike still running the OEM R/R? Suggest doing a voltage check, idle and 5000rpm.

I would suggest ordering a SH847 from www.roadstercycle.com it will replace any old band-aids, hacks, etc. : )
