Those are actually black rim stripes that show up white when reflecting light. Looking at the rims when they are not "reflecting", they look like ordinary black rims.

NOPE, I'm talking about the red ones on bike in the background.

I like the black reflective ones too, gonna have to get some rim strips for my bike.
