American Honda (Honda's US subsidiary) very often requests cheaper "no frills" versions of Honda motorcycles. This has been the case since at least 1990, when I bought my US-spec VFR750FL. That bike did not have a center stand, a remote fuel tap, a digital clock or a solo seat cowl as standard (despite all of these things being standard in the rest of the world).
