I decided to slot all the holes as opposed to just round, clearance holes to allow for some adjustability.

The braket sets in all three dimensions and can't easily be bent out of a flat piece of steel. Mocking it up out of an easy to work material and then duplicating in steel is the only way to go, in my opinion.
