98 Starter Valves Stuck

My starter valves were stuck when I took my 98 out if storage from the winter. Does anyone have experience with fixing them,? At this point I have the valves off of the throttle housing and have tried to free then up but don't seem yo be having any luvk tried pb blaster WD 40 and carb cleaner.It looks like I need to bend the bracket out of the way to be able to get them to come out of the bores they are in but I thought they would free up.Maybe someone here would have a extra throttle body laying around with good starter valves on it?That might be my best way to get it fixed.thanks
