Yes, the top (to which the long poles are attached) can be rotated. This is either be done by hand or by an auto rotating mechanism using a tailfan.
The blades are actually called sails as you put canvas on the wooden framework and like sails, it depends on how strong the the wind is how much canvas you put on. Sometimes the operator only uses two sails instead of four, covering only two of the frameworks with canvas.
