I posted a long time ago about some loops I made that fit around the helmet locks under the seat and then stick out just enough to use as a bungee anchor point. I used reinforced straps for rock climbing to make the loops.

Using the loops prevented the bungee cords from rubbing against the plastic. Sorry, I can't find the old post or pictures.
