Because cold idle is not controlled by the ECM (unlike the VFR1200) there will be no precise rpm control. Its purely based on the engine coolant effect on the fast idle wax unit then acting on the Starter Valves, its hardly a precision thermo mechanical system by nature. Probably the reason why max cold idle speed is not specified in the Service Manual. As long as it returns to 1200rpm once engine is near normal operating temp, then its doing its job.
