The crack is in the outer painted shell and is near to the hinge so will become a structural issue if I try to use it. Does anyone know if you can buy spare parts for panniers or will I have to buy a new set. Or indeed does anyone provide a repair service? I am in the UK. I would try rough sanding the area internally and run a bead of plastic epoxy over the crack, once properly cured you could brush a little black paint over it to match the inside. Good luck with it.
