Help! Newbie trying to install Delkevic Hi Mount on 4th Gen.

Hello. I just received my 14", oval, stainless steel, hi mount Delkevic slip-on. Fitting the pipe is easy but I am befuddled about how and where to attach the mounting strap. It appears I will need to remove the rear footrest and mount the steel bar. Is this correct? This also looks to require cutting into the plastic fender well. Please let me know if I am off base. First pic.  Bracket goes between frame and foot rest bracket. Remove the two Allen bolts to foot rest support.

you will have to cut fender plastic a bit for strap connection.
