I do not know if you have solved your likes but my 2001 VFR came with a PC2 and a Staintune muffler. That combo felt very much more potent than stock and had fabulously smooth throttle response from 1100 RPM, right off idle. I removed the Staintune but kept the PC2 for a while. The low speed throttle sensitivity remained as above. Loved it but gas mileage suffered by about 10%. I sold the PC2 with the Staintune and now I put up with the original low rpm throttle response.
