Looking at the circuit diagram I have for the VFR1200, there appears to be no separate power input to the panel for background lighting, so you can only assume its an internal fault within the Instrument Panel. The background lighting are LED's and no doubt powered from the Ignition Switch input power and possibly regulated to a lower voltage for the LED's within the panel. Assuming everything else is working correctly on the panel, then it most likely would point to an internal panel issue for the background lights.

If you are able to remove the panel, it would be worth a close inspection of the Printed Circuit Board for any cracked solder joints, broken copper tracks or poor connections. The Service Manual explains how to remove the panel - You can download the 2010 VFR1200 Service Manual from this forum if you don't already have it. Best to remove the Clock Power 10amp Fuse before removing or installing the panel!
