Started and ran. So not the side stand switch. Could be just cold. I too have ridden my '99 dead cold like that and thought it was in some serious trouble. Pretty different bikes, but could be that...Sidestand switch? Sounds like it.

If you don't feel it sticking when you operate the throttle, then I wouldn't worry about it. Unless you're one of those that can't leave things undone. ;)

I don't know for sure, but I did have mine done by a powder coating place. He actually uses a very high heat oven to bake the old material off first, whether it's paint or powder or both in layers, etc.
He seemed very knowledgeable about powder coating and the various materials to which it can and cannot be applied. He doesn't specialize in motorcycle parts, but knows what can be done, and never said there was any possibility to damage the wheel. I can't believe the high temps required to remove the previous colors during the prep process could be any higher than the temps required to set the powder.
Just my opinion...

What are they asking? I paid something like $5-5500 in '03 for my '99.
Just on your description alone, I'd send them a check for $3500 to take it home myself. Whatever they ask, make sure they install fresh tires. Check the date code. It is 4 digits- Week and Year. (Meaning 4512 is the 45th week of 2012)
If it's charging well, you should be fine. Install a voltmeter and ride it.
Oh, and linked brakes are sometimes tricky to get bled properly. Make sure the controls feel firm and the reservoirs are full with nearly clear brake fluid. Don't forget the clutch is also hydraulic. See if they will throw in a fork oil change. Can't hurt to ask!
